The County Administrator's Office is responsible for the day-to-day operations of the county government. Activities include:

  • Economic development
  • Financial management and budgeting
  • General management
  • Solid waste management
  • Supervision of county departments

County Administrator Matt Walker is the Chief Administrative Officer of the county and serves at the pleasure of the elected Board of Supervisors.  

AnnMarie Seay Ricardi joined the Middlesex County team as Assistant County Administrator in 2021.  With degrees from Michigan State University (BA) and University of Tennessee (MBA), Ann Marie has been certified as a  Certified Public Finance Officer and Certified Government Finance Officer (Florida).  AnnMarie is a board member with the Virginia Government Finance Officers Association and co-chair for the Spring Conference.  She acts as Treasurer for the Middlesex Broadband Authority.

The Executive Assistant and Deputy Clerk is currently vacant. This position prepares BOS agendas and minutes and assists with other administration functions, including insurance, purchasing and payroll.  

Shanae Hammond, Accounting Technician.  Shanae takes care of the County's accounts payable function and other general accounting duties, including airport billing.  

Charlie Beam was selected in August 2022 to be the County Engineer.  Mr. Beam is responsible for activities at the County Airport, the landfill, and maintenance of county buildings and grounds, as well as project manager for special projects underway, such as sewer installation and Puller Center renovation.  

ADA Coordinator:  ADA regulations require public entities with 50 or more employees to designate at least one employee to coordinate its ADA compliance. 28 C.F.R. § 35.107(a).
